The client I received was vpnclient-linux-4.0.5.Rel-k9.tar.gz and I
have downloaded the three .pcf files that were on WashU's website.
I've also read over Cicso's docs:

After that I installed it on a laptop which runs Xandros 2.0 using
the 2.4.24 kernel.
