To the best of my knowledge, all ATX systems should be able do
software power off.  This must be an ATX system, otherwise pushing the
power button would power off immediately (the 5 second hard reset is
ATX).  The problem might be the BIOS.  Check Compaq/HP's site to
see if there is a newer version of the BIOS available.  Note that most
manufacturer's distribute BIOS updates as MS Windows EXE files.  So
you will need to boot into a minimal MS Windows environment.  You can
download floppy images to do that here:

  http://www.bootdisk.com/bootdisk.htm

Once you have the bootdisk, copy the BIOS update .exe to it, boot off
it, then run the BIOS update exe.
