The actual Compaq Presario model number might be significant, as in
a google search for "Compaq Presario X123 Linux shutdown".  Replace
the "X123" with your actual model number and try it.

Otherwise, is the acpid daemon running?  Check out the acpid man page
for clues to acpid configuration files.

Note: Found reference using "apropos power".  My results also had a
number of Fedora Core and laptop specific references.
