A great blog I have in my feed is http://openoffice.blogs.com/openoffice/. Just searched through there and based on one of the comments here: http://openoffice.blogs.com/openoffice/2007/04/creating_keyboa.html one person suggests for words that may be commonly used, use autocorrect to substitute those words for ones you type: type "manana" and autocorrect to "mañana" The other option, according to this site: http://www.translationdirectory.com/article686.htm is to record a macro for your special characters and assign a keystroke to it.
