And the key phrase in that article is this:

"However, even with a 64-bit OS, you'll still be at the mercy of your
motherboard's chipset and BIOS; make sure your motherboard supports
using 4 GB or more of memory, ..."

To wit, I've got a computer with a 64-bit CPU, 4 GB of RAM, running
64-bit Ubuntu, and I still only have access to 3.2 GB of RAM.
