The about:plugins page will give you a table of plugins and the mime types
they handle:

You can (hopefully) see there that I have 10.0 r22 installed and that it's
enabled etc. What does yours say?

Also you might try just removing it and then reinstalling. LCD way would be
to open Synaptic Package Manager and do a search for flash, find the package
you have installed and then right click the green box and select "Complete
Removal", then hit apply. Then repeat but this time marks the box for
installation and apply.

P.S. I'm pretty sure that Ubuntu's deb is just a wrapper that downloads the
current version straight from Adobe.
