Oracle doesn't have experience marketing to joe everybody. At all.
Adobe (bless their pointed little heads) does.

Not to mention, how many years has it been since PDFs started getting
used widely? 10? 15?

I'm afraid in advocating OOo you're advocating a dinosaur. Among
hulking office suites running on fat clients, sure, OOo isn't bad at
all. But the future isn't hulking office suites running on fat
clients. It's web-based office suites. You'll have far better success
pushing Google Docs or even Microsoft's Office on the Web than you
will yet another program people have to install on their
already-rickety fat-client OS's. Especially if they work in office
environments where they're not allowed to install software - or use
portable apps running on flash drives (yes, I know how your mind
thinks!).

And did you see what Facebook & Microsoft announced yesterday? Whoa.
That's got the potential to be HUGE and drive many many more users to
the cloud.

You can keep fighting the battles of the past, or you can figure out
how to embrace the future & make it as good as possible.
