I just switched back to Charter (after testing whether DSL @ 1.8 Mbps was
tolerable) -- tested connection and got over 20Mbps on several of the test
servers. And, my upload speed matches or exceeds what was my download speed
on DSL.

Downloading the ISOs via BitTorrent was definitely tolerable on Charter!
I've left my torrent client open to seed for other downloads, to pay for my
having gotten such great speed.
