My understanding was that you do not have to pay extra for outgoing domestic calls through the end of the year. You still pay for outgoing international calls right now and potentially will be paying for outgoing domestic calls in a few months. That said, rates for the international calls I use are 1 cent per minute cheaper than with Skype so the other reason you needs Skype is breed competition to foster better service.
