I believe that may be it. It used squares and the OOB for each scenario 
should have you roll for strengths and victory conditions, does it do that?

I have one called Tokyo Express, Naval War in the Solomons, 1942. Don't
see a name for a game company, just that it was designed by Gary W.
Martin in 1977. And the maps do have squares. Could that be it?
