I must admit my knowledge of the actual conventions is
limited but I do note that the Americans recently discovered
their WW2 stockpile of teargas (hundreds of tons of it) had
been dumped in a mine in Germany and had to be dealt with.
While in Vietnam the Tunnel Rats frequently gased the tunnel
complexes, etc of the VC.

I have also been several reports of the use of tear gas rounds
for the M79 being used in Vietnam.

Are the Americans guilty of breaking the accords?

Having read a later posting by Nick Steadman I think it makes
the situation  a little clearer.  However, if 'less than lethal
force' is required in peace keeping duties (such as in Kosovo or
Bosnia) would the use of CS/CN or tear gas be legal under the
conventions as these are not wars?  What is the situation is
Siera Leone - this is still not a war as such but elements of
it make a good try at being one!

I think this legal point was settled some years ago -
it doesn't have to be a "war", the convention applies to
"warfare".
