The reluctance on the part of those police is
probably motivated by the innate fear that when there is
a crime heinous enough to warrant much attention, that
some of that 'evidence' will either somehow magically
appear at the scene of the crime, OR lacking a reasonable
match to anything in record, a suitable match will be made
in order to quell the protests of no suspects known.
This scheme is essentially a violation of the
double blind requirement that police should operate under:
collection of information, and evaluation of that information
by second and third parties not connected to, or knowledgeable
of that investigation.
It's one thing to have a reference file on known
violent criminals; it is quite another to have a file on the
complete population: it invites the most malicious abuses
of justice, by making the citizen prey to those who would
appease their thirsts for power by extortion, retribution,
and subjugation. Step out of line, and you'll be in the line-up.
Additionally, it follows along the line of the recent
laws in -- I believe -- Maryland (US) where the police collect
samples of expelled bullets and casings from 'handguns' in
order to 'fingerprint' the arm. Any good gunnie ought be
laughing him/herself into hysterics on that attempt to outsmart
the criminal. But I digress. All the police would need is one
bullet (that somehow magically showed up at the scene of
the crime -- who said how many rounds were collected anyway?)
and the owner of the firearm is now up the creek, unless he
happens to have a damned good alibi, and an expensive barrister.
As with all good intentions, this one is made to order
to pave that road to hell.
