Yes but the capture of the Royals would probably have
meant the surrender of the whole Empire apparatus.
Remember at that time there were more British controlled
troops and military infrastructure outside of Britain
than in it.

The contingency plans for the evacuation of the Royals
and the political leadership were an essential element
of continuing the war should Britain, or a large part
of it, fall to the Germans.  It should therefore be
considered in that light - remember Britain was at that
time home to several 'displaced' governments from
Eastern and Western Europe who encouraged their people
to resist the Germans and assist us (these include
certainly the Dutch Royal family and, I believe, the
Norwegian and Belgian Royal families).
