The simple reason for this is that in the event of England being invaded
and occupied, the Monarch must be taken to a safe haven from where a
counter attack can be organised. The King becomes the rallying point for
all the countrymen to make for, much the same as rallying around the
"Flag". The battle cry of "For King and Country" has inspired troops
throughout our colourful past. The fact remains that they stayed in
England throughout the war, and did not cut and run when, as you say,
the route was prepared. The Monarchs of many European countries ended up
in U.K. Canada and the U.S.A. The French, on the other hand, had no
Monarchy to rally to and look what happened to them, they had to rally
around DeGaull!!!:)
