Is this right? Surely the licence is for the explosive it's self not the
purpose? Black Powder dosen't become any les volitile simply
because you are using it to make cartridges rather than stuffing it
in a muzzle loader.

It doesn't sound right to me. If you have BP then you have BP,
the BP doesn't know that you are going to load it into cartridges,
but then there are some pretty bizarre provisions in the Explosive
Acts. If you have cartridges loaded with BP, that is a different
argument.
All of this is explained so that no-one can understand it (!)
on the HSE website.
Perhaps some of our resident subscribed firearm licensing officers
might like to render their opinion.
