Sorry Johnathon but I am afraid that you are wrong. A license
issued under the Control Of Explosives Regulations covers
possesion, (aquisition, or aquisition and keeping) not what
you do with it. If YOU are going to load cartridges, then
YOU need a license to aquire the black powder, as well as
an RCA document to transport it. Once it is in safety
cartridges it falls outside the COER regs. So you do not
need an explosives license to posses black powder cartridges.
