Congratulations are due to David Steed, who has battled long and
hard with the Home Office for interest on the compensation payable
for surrendered handguns. 

Mr Steed brought an action in the West London County Court and the
government then pursued the matter to the House of Lords in an attempt
to have the action struck out. They failed in each lower court and
today (18/5/00), the House of Lords ruled in favour of Mr Steed. 

Home Secretary Jack Straw lost the case by five law lords to nil - an
unequivocal decision by any standards. Mr Steed is expected to press
ahead with his original county court claim for interest. At the end of
his judgement, Lord Slynn of Hadley said "It is to be hoped that the
claim for interest can be dealt with by agreement; this case has had
enough of an airing. If it cannot then it is for the judge to consider
whether interest is due because the claim was not decided within a
reasonable time and the money paid in accordance with the scheme." In
other words, it''s time to pay up with as much good grace as you can
muster, Jack.

This is the best news shooters have had in this country in the past
three years.  The implications of it are huge.  Hopefully the FCS
will simply cough up without us all suing, but there is no reason
not to download the kit from www.cybershooters.org/publicat.htm
and start your civil action today.  It is relatively simple and
inexpensive to do.

The FCS clearly saw this coming, hence their attempt to clear the
books.
