The Daily Telegraph is starting a weekly 'Crime and Punishment' page on
Fridays (if the date of the first such page is anything to go by). Here's
the announcement from the DT on 9 June 2000:
Today, the Daily Telegraph begins a weekly page devoted to crime
and its victims. After several years during which the crime rate
fell, it is rising again. Violence is getting worse. There is a
perception that rural crime is growing, that the streets are less
safe and that police spend too much time on paperwork.
At the same time, constabularies acorss the country are struggling
to retain officers. Force numbers have fallen since Labour came to
office in 1997 and law and order will be an important issue at the
general election. This page will try to put the political
arguments in perspective by measuring them against what is
actually happening to people. It will also attempt to help people
protect themselves and their homes by reporting developments in
crime prevention equipment and techniques.

magistrate aware of the failings - or successes - of the criminal

The first page (9 June) dealt with the question 'Just how lawless is
Britain today?', with details of crime statistics and international
comparisons (which make Britain look pretty lawless, indeed).
