Run the following command from a Cygwin bash prompt:
cat /etc/setup/installed.db | grep zlib

On my system I get:
zlib latest/zlib/zlib-1.1.3-6.tar.gz 72843

Rerun Cygwin's setup.exe if you don't get any output from the above command,
and be sure to install the zlib package.  Otherwise, report your results to
the list.
