The word "seminal" has come to mind. Unfortunately, the paper is both too
long (given standard Springer LNCS publication formats) and too short (the
reader quickly realizes that the authors are trying to rush through a topic
that deserves further analysis).
The above paper is by no means the only interesting paper that will be
presented at FC '00. The quality of the academic program speaks for itself.
