..a large enough mass of users will grow a tool into
something increasingly attractive... 'visitors' will see,
and bring it home.. maybe work out agreements (like Zimmerman
eventually did with RSA, or with IDEA's owners) which increase
legal deployment.. then leverage this deployment into a legit corporation
like PGP Inc...
...naaah, only Amerikans know how to do crypto. That's
why the export control rules were *so* effective..
