The "min-" (or "max-") part modifies the "archy" part, not the "anarchy" part.

Roughly, "arch" and "archy" refer to the "top" (arch) system. "An" 
means "no." Anarchy means "no top," as in "no leader," "no top dog," 
no king, no ruler, no satrap.

So one would never have "maxnarchists." Just maxarchists, aka Democrats.
