I've heard through the grapevine that it is illegal in the US (ie, federally) to telemarket to cell phones(on the same logic that makes it illegal to send spam-faxes, it consumes the receiver's resouces, and probably just about as effective).
Google, sadly, does little to resolve the issue, since the internet contradicts itself a good bit on this particular topic(as it is wont to do).
