I don't have much personal experience here, so it's hard to comment on
what's better. I also don't think my personal life schedule permits mentorship.

I further split up the "more numerical features" section. There is at least
one other section in there that is described by ticket #211 and this page:

It's about parallel execution support. Making arrays a first-class type in
Cython is one way of doing that. To me, that totally sounds like a very
interesting (and not so small) project in its own right.
