        In most cases, controls on forms are not superimposed, and if they  
were, you wouldn't be tabbing between them. So the whole "move up/ 
down" thing doesn't really apply.

        FWIW, the order of instantiation still controls the tab order, unless  
you specifically override it. So it won't change anything unless you  
tell it to.
