I think we shouldn't add text about unconditional lower casing, but instead we 
should acknowledge that some systems are case sensitive (I think MTA from my 
employer can be like that when gatewaying to other email systems) and some are 
not.

Considering that this proposal came from an email expert, I don't think it 
would be controversial. (Earlier objection were from email experts.) But maybe 
I am optimistic.
