I was working toward a similar goal but I couldn't get Trac+Darcs to
work on an AMD64 machine.  I think there is some bug in setuptools (a
python package) that prevents me from running the trac when darcs is
turned on.

Plus, I don't really have the time to manage a server like that but we
should definitely have a site on net that encourages people to use
darcs.  I wonder if dreamhost would be affordable.  I've heard they
will allow darcs on their servers.
