Trac is not very well-suited for lots of projects and project hosting.
 My work in progress might be better suited, but it is only a work in
progress.

I do think it is a good idea.  I would probably wait for a bit more
mature projects to show up to "anchor" such an attempt, or perhaps a
grant from one of the existing project sites.
