This is a good point.  I think a consequence of it is that cygwin  
should be considered to be required for doing darcs development on  
Windows.

I, too, am trying not to state my opinion too strongly.  In my case  
that's because I'm not a big contributor of test code.  He who writes  
the code gets to choose, to some degree.
