Because such a variable doesn't exist yet. Let me quote myself from an earlier 
mail:

"I would propose adding a new variable $(IMAGE_VERSION) or something like that 
which is "" for the original image and the number otherwise. That could even 
be enhanced to a version which is "0" for the original."

For now I would offer to add $(IMAGE_VERSION) which always results in a non-
empty string. After the next release when feature freeze is over we could 
think about a more versatile variable system that allows passing parameters to 
variables, so that something like $(IMAGE_VERSION:>0?_c$) could be done, which 
would be empty for the original image and for versions >0 it would be "_c" 
followed by the version. But that is a deeper change than just adding a new 
variable, so it has to wait.

So, would such a simple $(IMAGE_VERSION) help you?
