Looking at your png, the scroll-bars are there but the contrast black to
grey is somewhat low and disguises them.  I observed the same on the gtk2
display and altered the contrast to make them more visible.  But they are
quite small/slim and difficult to use.

On gtk2 the styles/favorites icons are only available in darkroom view,
not lighttable.

I do not have the gtk3 version but in the gtk2 the width of the panel is
configurable and changing panel_width=XXX in
~/.config/darktable/darktablerc has effect.  Mine is set to 310 (300 is
default) but only to use all available space do display the photo in
darkroom view with the left panel hidden.
