In my experience a lot of RAM goes a long way for accelerating a computer, especially with Linux which employs "unused" RAM as cache. Since I have 16GB the computer seems much faster and swapspace is rarely used. Go for 16GB RAM and adjust the rest to it.
For processors min. 4 cores, if Intel then i5.
Last should be an SSD.

It helps a bit if you look at your "old" computer an ask what you would pay if you were to buy it second hand.
