This is the expected behaviour.
DT reads the files where they are and write the XML in the same directory
where the files lie.

Which is also the expected behaviour.
DT is *not* a picture management software, even if the rolls/collections
allow some kind of file management.

The best is to use an other software dedicated to import / manage the files.
You can try:
- rapid-photo-downloader: https://www.damonlynch.net/rapid/
- digikam
- shotwell
- what you want
