Adobe's Lightroom uses a compulsory import function since non-destructive editing requires a DB or associated file to record edits. Following Simon's suggestion is a suitable workaround. However, Darktable does let you import a single image which effectively lets you "explore" system files and folders, opening only the desired images. Use the right tool for the job. On Linux, the tool I use to do what you describe is geeqie.
