The .xmp is not just a "tag-file". Darktable stores all processing you apply to the RAW into this file. It would not make sense to apply the XMP again to the JPEG. And besides of that, the JPEG contains already all those informations. The tags, color labels etc. are stored into the EXIF data as well as the history stack. Because of the latter fact, you can restore a history stack from an exported JPEG if you lost your original one (or want to see how someone other archieved a specific image look)
