Instead of forcing a write of all XMP files the crawler could be used again. 
Just set the field image.write_timestamp to 0 for every image you change in the 
database. If the crawler is activated (duh) it will detect that the XMP is 
newer than the db entry for that image and allow you to overwrite the XMP. 
That way only the images you actually changed needs to be handled.
