try gadm.org for taluka boundaries
( not sure about accuracy- we at TISS are in the process of making of
making a request for shape files of state dist and taluka boundaries at
data.gov.in
will send you link to endorse ( we need 100 endorsements to get the data)
panchayat boundaries do not exist to my knowledge as of yet
MoPR is at present looking geting them done but that depends of the
state government.
For that your best luck is with the state government
I was told by someone in MOPR that West Bengal is the only state where
they have mapped panchayat boundaries
