There is no need to do that. This is one of the limitations of the
shapefile format, and we have no such limitations when we have a GeoJSON
file.

Pretty much. In different parts of the country, sub districts are called by
different names. They can be called Taluk, Tehesil, Mandal, Blocs, etc,
depending on where you are in the country. hence the Census came up with an
Abstract name for them.
