On an initial look at this standard, it appears to be a general standard for 
any urban area or city. The theme & standards are general. A few parameters 
like environment, telecommunications, etc. have been added. Howevr I have not 
seen anything that indicates "smart response mechanisms" or "smartness" of the 
city.

Any comments would be appreciated.
