You are absolutely right about many matters they have not yet factored. For example in the water supply chain they have not included the amount of locally available water resources with quality and quantity and how much needs to be recharged back to the land as a basic parameter, Or for example "Affordability" in the shelter / housing portion. Or for example "Governance delivered" WRT the population which could include successful "public dealing", .... Etc.
I am also trying to get to a place where I could send some points to the BIS. Maybe we could share notes. Apart from these basic parameters that they are to include, I am trying to get to the "Smartness" of the city.
