Your (sub)report must be 'in' the panel in which you want to store the field value. The easiest way to tell which panel a given (sub)report is 'in' is to press F4 (like you're going to select a field from that panel) and see which panel appears.
So, for example, if Panel A has a link to Panel B and you're running a report based on Panel A that needs to store a value in a field in Panel B, you must insert a Subreport to Panel B and store your field value within that subreport.
