I don't think this one purports to be the One True Module (...), it simply 
provides a convenient object interface to localtime() plus a few other things 
so that people can happily forget about the indices of what it returns. Afaik 
it's been renamed Time::Piece and put into the core as of 5.7.something (and 
will be there in 5.8).

As for the general idea, I totally agree that the Date/Time modules should be 
somehow normalized. Dealing with dates is already painful enough, I don't 
think anyone wants to start looking into dozens of similar modules before 
knowing which one does the trick best. Perhaps the best way to achieve this 
would be to provide a DateTime SDK ?
