Damn, that's a good point. And this could lead to the very simple rule

All _date_ numbers are 1-based. All _time_ numbers are 0-based. Ooh,

Nah, Matthew is right, I think Just do it. The only time you shouldn't do it is if we override localtime and want to stringify it like Time::Piece does.
