I have also been unable to use or rebuild the DBD(version 1.14) for use with oracle 
(9.2.0).
I am using Oracle 9.2 client, on a 32 bit Sun 2.6 Server.  Perl is 5.6, with DBI-1.20.
When I try to do a "make" I get quite a few compile errors (by the way, I'm using 
gcc-3.2).
My environment seems to be set correctly, yet I get a lot of errors for certain header 
files (not able to find) out of Oracle.h, and the end result is a Fatal error building 
Oracle.o.
Any ideas?
