I run DBD::Oracle against 8.1, 9.0, 9.2, and 10.1, all w/o issues. Is DBD::Oracle worh using? Depends on what you need to use it for. Me, I use it for lots of things (RMAN, statspack monitoring and reporting, etc.).
So, what is your Oracle environment when you try to build DBD::Oracle? Did your Sys Admin read the README* files?
