Thanks for the input everyone.

You are right Tim, it turned out the Sys Admin had only installed the
"Instant Client".  Once we used the developer install, everything worked
out OK.  Should I be able to install with the instant client only?

What made me think that DBD::Oracle 1.15 would not work (or would need a
hack) was this post:

Sounds like it's using the new Oracle Instant Client.

Should work fine. You can ignore (disable) the ORACLE_HOME error.
You may need to 'fiddle around' a bit but we can't help more without
specific information (see the README for what we'd need).
