He goes to some kind of Government "rehab" agency. This, in turn, requires lots of tax dollars. : Thus, the Government gets your money, one way or another. First, they entice you to buy THEIR lottery tickets. Then, whether you buy them or not, they raise your taxes to clean up the mess THEY caused.
