bills, or his groceries.  He goes on  welfare.  His house is repossessed.  He 
goes to some kind of  Government "rehab" agency.  This, in turn, requires lots 
of tax  dollars.
:   Thus, the Government gets your money, one way or  another.  First, they 
entice you to buy THEIR lottery tickets.  Then,  whether you buy them or not, 
they raise your taxes to clean up the mess THEY  caused.  Of course, most of 
the funding goes into the pockets of  bureaucrats, not the actual performance 
of the agency.
