     That is an old ploy:  Create the problem, then pretend to have the 
solution.  It always cracks me up to go to a grocery store.  I see rows and 
rows of scratch lottery tickets, and posters loudly blaring, "BIG JACKPOT!"  
But right next to it is a sign saying, "Do you have a gambling addiction?  Call 
this number for free help!"
     So some chump gambles away his paycheck.  He can't pay his mortgage, his 
bills, or his groceries.  He goes on welfare.  His house is repossessed.  He 
goes to some kind of Government "rehab" agency.  This, in turn, requires lots 
of tax dollars.
     Thus, the Government gets your money, one way or another.  First, they 
entice you to buy THEIR lottery tickets.  Then, whether you buy them or not, 
they raise your taxes to clean up the mess THEY caused.  Of course, most of the 
funding goes into the pockets of bureaucrats, not the actual performance of the 
agency.
     This is exactly how "drug legalization" will work.
