How does per-owner differ from per-user? Different names for the same
thing?

Per-domain as in one script for everyone @somedomain? We don't have the
infrastructure for that at all, and I'd argue we don't even really have
this concept at all in DBMail. The next nearest thing is the clientid,
which we're not yet using to much effect; an additional sieve script might
be one more good thing to associate with each client.
