That's an interesting practice that I've not seen.
However, part of this abuse of email has been addressed by limiting the size of
the mailbox.
IMO the users should be told to refrain from such practices. Failing to do that
you could always delete Drafts after 30 days as a practice.
But I'm not sure where you are going with this -- after all, they won't be able
to send their drafts anywhere so it's not really email and I am assuming that a
draft should have a "reasonable" lifetime before it's either delivered or removed.
